KTB Planning is Planning and Resource Management Consultancy based in Cambridge, New Zealand.

Although based in the central Waikato, KTB is recognised as Resource Consent experts in the Coromandel Peninsula, Auckland City, Hamilton City, Waipa and Waikato Districts.
Karl Baldwin - Principal & Director
Karl has over 20 years of planning and environmental management experience in New Zealand. Karl's expertise lie in managing projects for land use and subdivision and identifying solutions to a client's needs.Karl prides himself on providing clients with cost effective, yet practical advice and guidance to clients. During his time as a Resource Management Planner, Karl has been involved in a wide variety of primary industry, town planning, subdivision and land use development projects.
Moving from the Coromandel Peninsula to Cambridge in 2007, Karl focused on expanding the KTB Planning practice. Karl is highly regarded as an expert in Resource Management Planning and regularly appears for clients in local authority Hearings and Environment Court proceedings.
Katherine Davies - Principal & Director
Katherine has extensive experience in both consenting, and policy development and implementation, with a focus on integrated and strategic planning. This experience coupled with her attention to detail, analytical mind and collaborative working style makes her invaluable in her leadership role at KTB.
Donna Jones - Principal Environmental Planner
Donna has worked in the field of environmental planning and resource management for more than 17 years. She has extensive experience in project management of environmental investigations, assessments of effects, and preparation of resource consent applications. Donna has a particular interest in infrastructure projects, including water supply, wastewater and stormwater management.She has a Master's of Science and Technology degree, and in addition to regional council experience has worked as a consultant hydrogeologist.
Donna has been with KTB Planning since 2015, and compliments our team with a particular focus on managing multidisciplinary resource consent applications with an environmental focus.
Christina Walker - Senior Planner
Christina has an extensive history in both local government and the planning and regulatory environment. Having spent the last five years as a Consents Planner at the Waipa District Council, Christina brings to the team a wealth of local knowledge and experience, along with a detailed understanding of the relevant legislative requirements.
Christina has well established relationships with key stakeholders across various professions in the Waipa and Waikato areas. Her specialist areas include applications for mixed use developments, urban and greenfield subdivisions, industrial, commercial and residential developments.
All of this means Christina is well placed to assist you with turning your ideas into a reality. Her superb, customer focused approach, means you will always be fully informed of the process, requirements and risks and opportunities associated with your project.
Emily Hunt - Planner
Emily has 5 years of planning experience working in both district and regional government. During her time in local government she has been involved in a range of land use and subdivision consents, and has experience across both the rural and urban environments.
Her Council experience and relationships enable her to effectively assist clients in navigating the Council’s planning process. This, coupled with her bachelor's degree in environmental science from the University of Waikato, means she brings a wide set of skills and expertise to KTB Planning.
Joy Morse - Planner
Joy has three and a half years of planning experience in local government and a Bachelor of Resource and Environmental Planning (BRP Hons) from Massey University. She has a passion for the outdoors and this, coupled with her farming background, means that she has a practical working knowledge of the rural and natural environment.
Joy moved to the Waikato in 2015 where she started her planning career in an Environmental Monitoring and Enforcement role. Since then, Joy has gained experience in processing both land use and subdivision consents in both the rural and urban contexts. Joy’s focus on customer service, combined with her knowledge of the local planning environment, mean that she is ideally placed to assist you with a range of planning matters.
Jemma Ryan - Graduate Planner
Jemma joined the KTB team in January 2019 in the role of graduate planner. Jemma graduated from Waikato University in 2018 having completed a Bachelors degree in Environmental Planning, specialising in Terrestrial Environments. Jemma looks forward to developing her skills and experience in all aspects of planning.
